BIO

Dr Garcia is an Associate Professor and Head of Postgraduate Studies in the School of Law at the University of Wollongong. He is a former co-researcher at the Institute of Developing Economies of the Japan External Trade Organization (IDE-JETRO). Together with Kanako Yamaoka (IDE-JETRO), he co-authored the monograph Japan, Latin America and the Caribbean: Working Together in a New Indo-Pacific, published by Edward Elgar.

Dr Garcia’s research centres on International Economic Law, employing a socio-legal approach that explores its intersections with Development Studies and International Relations. He has a particular interest in Asia–Latin America and Caribbean relations, with a focus on trade, investment, and development assistance.

He teaches Corporations Law and Banking Law. Dr Garcia also brings over 12 years of professional and managerial legal experience, including extensive work with development finance institutions.

Dr Garcia has been a Visiting Research Fellow at IDE-JETRO (Japan) and a Visiting Professor at the Iberoamerican Institute, Sophia University (Japan).
