For the problem of that the evaluation process of the project contractor involves a strong subjective sense and human judgment, the paper will quantify the efficiency of human resources in analysis and evaluation by the method of data envelopment analysis. At the same time, in order to meet the limit to the number of input and output indicators, the paper will take dimensionality reduction of indicators by the method of principal component analysis which can add data envelopment analysis effectively.
