Abstract


  • Mainstream literature on aid often assumes that recipients are coherent actors who should focus on the efficient use of aid, while critical literature frequently focuses on the negative effects of donor conditionality, sometimes at the expense of the agency of recipient states. David C. Engerman’s book, in contrast, provides a richly detailed, nuanced account of the “development politics” within and between India, the United States and the Soviet Union. It covers economic and military assistance during the height of the Cold War (1947–75). The detailed account of Soviet aid was fascinating to read as there is so little written on the topic.
