Implementing a Global Internally Displaced Persons Protection Regime

Abstract


  • Over the past twenty years, a global regime has emerged which focuses on protecting internally displaced persons (IDPs). IDPs find themselves in situations analogous to those of refugees - coercively displaced from their own homes - but unlike refugees they do not have clear international protection since they have not left their own state. While they continue to possess rights as citizens, the state may be unable or unwilling to protect these displaced persons, of it may even be the direct cause of their displacement. In 2012, there were 28.8 million IDPs in some fifty-nine countries (Internal Displacement Monitoring Centre 2013).
