As comparatists the world over understand, it is often through consideration of other
legal systems that we can grow to understand our own better. In a symposium largely
devoted to issues of governance in Japan, a consideration of governance within the
World Trade Organization (the “WTO”), the world’s premier international institution,
may provide comparative insights that may be applicable to governance issues within
Japan. Thus, readers of these Proceedings will hopefully have ideas about their own
systems and governance issues sparked by this paper and its methodology.
